Roland Payen was one of France's most imaginative aircraft designers during the years between the two World Wars.  In 1932, he and aeronautical engineer Robert Souvage collaborated on this second of their proposed flying ambulance designs.  Although several of Payen's unique designs actually flew, there's no record that this particular plane was ever built.
